Do The Effect Of These 2 Weapons Stack So Its 2x Chance At 20%? Or i have to change 1 of them to something different to get a full effect?

Glazing Scepter:
Dmg 11-22
Halves Cast Time Of Dom Magic (20%)
Halves Skill Recharge Of Dom Magic (20%)

Inscribed Chakram:
energy +12
Halves Cast Time Of Dom Magic (20%)
Halves Skill Recharge Of Dom Magic (20%)
